[List] Add Pagination options

The old foundation List component had a pagination option. The dialog had a number field for Paginate After which would provide a Next/Previous link to flip through the options based on author input.

+1 I agree that this would be useful (CQ-4247328).

User Story: As a page or template author, I want to be able to add pagination to my lists, so that my visitors don't get overwhelmed with hundreds of items displayed at once.
