Timezone for `head.created` and `head.modified`

The timezone where I live is UTC+9. I modified a font with fontTools right after compiling it with MakeOTF. Due to the modification, head.modified has been updated and become 9 hours earlier than the timestamp of head.created, which doesn't look very nice to me (but apparently makes no harm).

OpenType 1.7 specifies that the timezone for the timestamp should be in UTC, which is what fontTools does. Explicitly setting TZ=UTC fixes the issue for me, but is there any reason that MakeOTF still prefers local time?
