Incorrect U+670C 朌 when using locl feature in Japanese font tagging Chinese

U+670C 朌 and U+80A6 肦 are similar and in #179 they are shared together, and the glyph for uni670C-JP is removed from the list to share with uni80A6-JP. However, the shared glyph has caused an issue where in using Source Han Sans (Japanese default) and tagging a text as zh-CN, zh-TW, or zh-HK, U+670C 朌 shows as U+80A6 肦 for all of them and is incorrect.

Using SC/TC/HC (Simplified Chinese/Taiwan Chinese/Hong Kong Chinese) OTF version does not have the same problem.

What about renaming uni80A6-JP in CID 32592 (Sans) / CID 32441 (Serif) to uni670C-JP? I'm afraid this would probably break compatibility with Adobe-Japan1.
