Release to hackage

@adnelson I know nixfromnpm is still pre-1.0.0 release and there's more improvements you want to make to the project but I think it is mature enough at this point that you can release it to hackage.

Feel free to close this ticket as won't do, I'm not trying to pressure a release or anything, I just think it's useful and I'm trying to be encouraging :)

Definitely could cut a 1.0 soon. I think we probably want a little more robust coverage in the CI test cases, but we're basically there.

Cool, I'll have some free time to devise some CI tests that verify the package overriding behavior is well-behaved too (like, overriding chokidar to remove fsevents, etc.)

Added issues to track some of the CI tests that I think we need. Feel free to add others.
