Support fragments in the REST API

This adds a proposal to support the evaluation of fragments to the REST API (.../fragments//) that is based on discussions with @aorzelskiGH.

A proposal for the following fragment types is implemented in this PR: aml, zip, xml, xls.

Fragments can also be nested, however, this is currently only supported for zip files: .../fragments/zip//fragments/ /
