HasSemantics/semanticId shall always be an External Reference

Is your feature request related to a problem? Please describe.

In V3.0 it is recommended to use an external reference for semanticId.

However, there are many questions what exactly this means.

In Workstream AAS Specs on 2024-03-07 the following was decided:

• enhance not and mention that this also holds if there is a ConceptDescription available
• add information that in future there might be a constraint requiring to only use ExternalReference
• add note that if ExternalReference is not used, the lookup of the ConceptDescription may fail
