Is your feature request related to a problem? Please describe. In the context of security access rules there is the need to also restrict access to specificAssetIds etc. Up to now only Referable can be referenced in the metamodel. Extend reference concept to also allow to reference non-referable elements in the metamodel. Examples:

• SubmodelElement.qualifier
• Submodel.qualifier
• AssetInformation.specificAssetId
