Constraint AASd-116 globalAssetId semanticId for SpecificAssetId

Topic: We do have a constraint for globalAssetId for specificAssetId in V3.0:

Constraint AASd-116: "globalAssetId" (case-insensitive) is a reserved key. If used as value for SpecificAssetId/name, SpecificAssetId/value shall be identical to AssetInformation/globalAssetId.

We should add that the semanticId in this case shall be https://admin-shell.io/aas/x/y/AssetInformation/globalAssetId
