Feature/whitenoise

This branch adds 'whitenoise' ( http://whitenoise.evans.io/en/stable/index.html ) to the project for managing static media.

The primary reasoning is to ease deployment and containerization by allowing the static content to be served directly through the wsgi server, making the project much more self-contained, and simplifying the nginx dependency.

This is another minor step to simplifying the ability to containerize this project.

NOTE: this builds on the feature/staticfiles branch.
