Identifying metadata standard and profile

ISO 19115 includes two characterStrings (MD_Metadata/metadataStandardname and MD_Metadata/metadataStandardVersion) that were designed to help people identify the standard and version that a record was compliant with. This capability was evolved in 19115-3 to become two repeatable CI_Citations: metadataStandard and metadataProfile.

BOEM has a published specification for their footprint metadata. They are currently referencing this specification from their metadata template. Adding these new citations to the metadataInfo section of mdJson will make it possible to continue this practice.
