Convert resource citation route to edit window section

In Dictionary, the citation has it's own edit window section. For metadata records citation has a view on "Main" section that re-routes for edit with link to return. I think the presentation is more clear for dictionary records than metadata records. This seems supported given the number or discussions and rewrites regarding citation while documenting metadata record edits. Can we change the metadata record approach to be similar to dictionary?

We are handling 'Citation" editing four ways in mdEditor.

• show a view and jump to new route to edit (Metadata Record - Main Section - Citation)
• edit on separate section selected from secondary navigation bar (Dictionary - Citation Section)
• edit full citation inline (Dictionary - Attribute - Attribute Reference)
• edit partial citation inline (Identifier - Authority)

I have modified shared documentation for Citation to be less specific so as not to create confusion about what is happening. But I have to ask if we can bring these methods together to a common approach? It might be less confusing to users.
