Harvester does not enter Refinery, when Refinery is repairing and no funds left

The Harvester does not enter the Refinery, while the building is on repair and you have no funds left to repair it (running out of funds while repairing). You can not cancel the repair process. Solution was to sell another building so there was enough funds to complete the repair.

Harvester cannot enter refinery if it is ultra damaged (slightly damaged is fine)....

Canceling of repair needs to be added as a feature....

adding that it should take longer when harvester is on refinery dropping the tiberium. Checked game and its a around 35sec time it takes to drop all of it, having the cash available also bit by bit during that time
