library management settings pane,

i believe there should be a top level library management pane where you can edit, add, delete, and force scans of libraries

including separate metadata options per library

kind of, but more like being able to see and change those settings in the server settings page, a tab for libraries, where you can add, delete, and modify libraries, most other library based media servers have those settings there as well
