[Design Spec] Divider

The divider component has been built by the web team without a spec being in place. Android has the divider on its roadmap as well and therefore it's time to build a spec.

• Do some investigations before copying the web implementation, and try to build a native-focused version
• It is okay to challenge the previous web implementation
• Collaborate with web, android, and iOS to understand the needs
