[Component] Dialog: Reajust the padding content

Following user feedback, we can see that the padding is very tight when the footer is removed.

We have two solutions:

  1. Use xl as the default on the content at the top and bottom (simple and efficlass solution)
  2. Define a specific padding when the footer is removed OR when the header is removed (not the both)
