Escape bintray before dawn

Bintray is shutting down. Revamp build process not to use any of of soon-to-be-retired services any more.

Some testing showed that only wicked-charts requires us to use jCenter. @maximAtanasov Do you think you could make wicked-charts available in a different repository?

In the current main (b4f5d27) we use bintray to delpoy our build, but we already have a PR (#434) which switches from Bintray to DockerHub. This PR only requires a review and should be able to be merged soon, so that shouldn't be a problem.

@acetous could you pls. check with @thombergs if be is working on it or whether we need a temporary solution? (He brought the subject up on Twitter himself, but dunno if he can fix it in time.)

I've opened an ticket (https://github.com/adessoAG/wicked-charts/issues/193) and @maximAtanasov is looking into this.
