It should be possible to break down budgets (both planned and spent) into several separate work packages, preferably hierarchical or in a flat structure.

Planning should be refinable (part budgets reassigned or further split).

Contingency budgets (reserved money without direct spent counterparts) should be made possible e.g. for risk, guarantee or incentive handling.
