URL does not respond with a 200 when offline

To be a progressive web app shouldn't it respond with a 200 when offline?

Apparently it's an issue only here? In the README it passes the Lighthouse test. But I ran Lighthouse here against https://ember-pwa.herokuapp.com/art and it didn't succeed on that test specifically.
