Course preview without rebuild all navigation buttons are left aligned

Expected Behaviour

Home and Back buttons to be left aligned, drawer and page level progress to be right aligned

Actual Behaviour

All buttons are left aligned (nav__spacer div is missing)

Steps to Reproduce

1. Preview course with rebuild - all nav buttons are as expected
2. After that Preview course without rebuild - all nav buttons are left aligned (nav__spacer div is missing)

Additional info

This seems to be an authoring tool issue, published course (in LMS or as html) is working properly No errors in the logs
