allow replacement plug-ins to use established json

Less of a bug; more of a request to overcome inconvenient behaviour.

Currently (v.0.10.3) json data is lost when a plug-in is removed from an established course. This is inconvenient when the original plug-in is to be replaced by a custom plug-in that would consume the same data--for example, replacing one Resources extension with another.

When disabling a plug-in, it would be nice to have the option to leave the data in place and to allow new plug-ins the ability to use it.
