Course export contains plugin but preview says 'XXX not found, is it installed and included?'

Users on gitter have mentioned courses which preview ok but do not publish - instead they get error 'XXX not found, is it installed and included?'. The plugin is included in the export and preview but not the publish.

We need to understand how it is possible that a course can preview but not publish, and if there is a workaround for this.

I've labelled this as major until we understand the cause and if there is a workaround.
