Cannot use course search and tag filters at the same time

Expected Behaviour

When multiple course filtering methods are used, all active filtering methods should be applied.

Actual Behaviour

The most recently used search method will only be used for filtering courses. For example: when the user uses the search field, and then applies a tag filter, the resultant list will be as though only the tag filter were used.

Steps to Reproduce

1. Tag 3 courses with the same tag. Ensure that the courses have unique titles.
2. On the Dashboard, search for 1 of the courses from step (1).
3. Click "Search by tag". Apply the tag from step (1). Notice that all courses that have the tag are shown instead of only showing courses that match the search term and selected tag filters.
4. Remove one of the search filters. Notice that all courses are shown instead of applying the remaining filter.
