Course tags are not preserved on import

Expected Behaviour

If I import a course which has tags, then those tags should exist on the imported course.

Actual Behaviour

If I import a course which has tags, then the tags are lost on import.

Tags added as part of the import process are added as expected and asset tags are preserved as expected.

Steps to Reproduce

1. Create a course and add some course tags
2. Export the course
3. Import the course, notice the imported course doesn't have any course tags

related to #2006 . Think we should create a meta file that holds course tags and asset data.
