Make fieldset buttons also work as anchor links

Rather than using the entire button as the filter switch, it would be nice to be able to click the title and be taken to that point in the form.

Nice idea, although, I still refer back to my original ticket where it's suggested the filters are reverted to being unchecked by default.

I can't believe anyone has found it useful to have all sections checked and then having to filter out bits one-by-one.

I find the whole form filtering 'feature' a bit strange; think we should be splitting the forms into separate pages/tabs or something

It needs a tidy up. We don't utilize screen-space very well. The page is super long but space at the right is not used. Tabs would make it better I guess.

I like the idea that if you click on the link it will scroll you to that location. That is usually what I do and expect. However I am always surprised that it only collapses the block that I am actually interested in.
