Support default settings

Allow default settings applied for the entire project in Project Settings, then any settings changed at the block/component level will be for that block/component only.

Sometimes i want to set all the default text/options to the same thing. It is quicker to change 1-2 to be something different then to change them all.

This will be useful for

• Tutor
• Trickle
• Question components (Display Model Answer, Display Attempts, Randomised Items, etc)

It would be nice to be able to customise the defaults on an application and per-course basis for all installed framework plugins (components, extensions, menus & themes) and content (content object, article, block & component)

There's also an interesting suggestion on the forums around having the ability to hide certain settings in order to make the AAT easier to use for certain groups of authors.

The idea to have the ability to hide/lock down certain settings would be really useful. It is often the case you wish to lock down certain elements to ensure all courses within a project are consistent and prevent any creative Instructional Designers going too crazy.
