Unable to create new component

When trying to create a blank component, I keep receiving an error message "Oh dear, something went wrong. I'm terribly sorry" Response code 404 (Not Found)

I'm not quite sure what this is referring to. I have used the CLI to create a course, install additional plugins in the past and this is the first error I've received.

This course I am working in is a fresh vanilla build, so no additional plugins, and wanted to create a new component for modifications.

I have also uninstalled and reinstalled the CLI in case there was in install error.

Please let me know if there is an additional detail I am missing from the documentation or missing install.
