We don't notify maintainers for new updates in Flower Discuss.

Description

Should be notified if users are waiting for responses.

Proposal

Notify if issues are waiting for reply (in Slack). 7days+ for topics with a last comment from external dev. +14days if we are waiting for reply, can then ping again. 30days is cut off, then put in Archive.
