Add support for `rushrc` file

I would love for rush to support a ~/.rushrc ruby file that is loaded when rush starts up.

This would get me to start using it, today.

Blah, nevermind. I just found the ~/.rush/env.rb as I was looking into implementing this feature. Then my suggestion would be to add better documentation for this =)
