Scrollbar on system libs doesn't work

See #243. Scrollbar not appearing properly, so you can't see and edit the items. Perhaps move this window to new layout handling code (See code for ProjectWindow.cpp for how to do it)

workaround is to resize and move window using ctrl+alt+either right and left click drag

Hi,

I have the same trouble but apparently that's not corriged. I have tested Paladin on 32bits and 64bits Haiku System. Ctrl+Alt work for me but that not really comfortable to use this method.
