Is there a way to just have the hats?

I'm making a GMod gamemode centered all around hats (no it's not TF2), and I was wondering if it'd be possible to only have the hats, no shop.

If you delete all other folders in the items-folder, except the folder with the hats-category, then you only have a tab with hats.
