Issue in Google Chrome on Windows only (not on the Mac and not in any other browser)

Problem

On Windows 7 or 8, in latest Google Chrome, the options are way below the select, like this:

No matter what I am trying to do with the CSS in Chrome DevTools, the options are far below like that.

This isn't happening in Chrome on the Mac, or in Internet Explorer, Firefox or Safari.

Has anyone run into the same problem? If so, how did you solve it?
