Adds support for Rails 8

  • Changes gemspec requirement definition
  • Adds a new appraisal for Rails 8 (requires a more recent sqlite3)
  • Adds that to CI build

All the tests pass for me, and it seems to work fine in my Rails 8 apps 😄
