Getting Started Page

Initial draft of the Getting Started page. This page resides on /start, and will be the link for "Getting Started" in the header. As of now, the "Get Started" link is still the old link until new content is added to this page.

Currently with placeholder content and images.

It looks like this has been sitting around for over a year. Any plans to finish, is it maybe done already, or should we scrap this?

@tylerdcooper @kattni this is largely done, do we want to push this out after validating it's OK?

We can always tweak it later with an additional PR if it's not perfect.

I'll check it out again today to make sure there are no regressions, and request a review. Tyler is good with it still as well.
