Guide-targetted, platform-specific PR CI

The next big improvement after #2497 would be to have guide-targetted platform-specific CI. This would mean only modified or added projects would have CI run for them, only for the specified platforms (if Ardunio), whenever a PR is submitted. The manual trigger and scheduled CI triggers would still build all projects for relevant platforms for both Python and Arduino.
