[Bug]: clicking "back" in rules modal crashes the page

What happened?

Reproduction:

1. to go payees page
2. click "view associated rule" for one of the payees (if no payees have rules - create a rule for a payee)
3. modal window opens
4. click browser "back" button
5. page crashes

What error did you receive?
