当设置了sql查询前的最高审核等级，那么应该只提示超过限制等级的提示而不是所有等级的提示

复现步骤： 1.设置一条数据源，然后开启sql查询前审核，设置最高等级为warn 2.输入一条触发error级别的sql语句，点击下发查询 3.查看提示信息，发现出现了所有级别的提示信息，应该为只出现error级别的提示信息 22f3d9ef-de9e-498e-b39c-639be3d4bde5 66ef8fcf-5e03-45e0-a8fa-a1ba0a7da430 期望是如果当下发的sql触发了超过设置的等级之后的提示，只会提示超过限制等级的提示
