Fix scorecard.yml auth link

This is a minor fix because the old link https://github.com/ossf/scorecard-action#authentication-with-pat does not exist anymore. Now the instruction for authenticating for Branch Protection is https://github.com/ossf/scorecard-action#authentication-with-fine-grained-pat-optional.
