Allow passing installer args to the Windows MSI

Description: It would be nice if there was a way to pass additional args to the MSI installer on Windows.

Justification: We need to use the debug version of Python, the installer has an arg for this. Include_debug=1.

Likely, though I haven't looked into how much work this would be to add.
