setup java: Would be nice if there was an option to set the locale via ability to pass system properties to jdk launched

Description: Add the ability to set system properties to the launched image. This would simply many configs and verbose workarounds which use lots of bash commands etc.

Justification: Currently some JDK9 default locale to ETC which isnt helpful or standard. Not sure when this happened but it was in the last 6 months.

Are you willing to submit a PR? Dont know how to author actions. WOuld need to do research.
