Support custom distribution location override

Description:

In order to use this action we would need to override the location where we are sourcing the Go distribution (i.e. github.com).

Please provide an option to override this location.

Justification:

This request is In support air-gaped self-hosted runner environments and Github Enterprise Server customers.
