Description: It has changed the default installation destination to drive D.

An alternative approach is to implicitly set the environment variable in the pipeline: https://github.com/actions/setup-dotnet/issues/260#issuecomment-1794326743 and cancel this PR in favor of solving the root cause issue https://github.com/actions/runner-images/issues/8755
