Specified runner version overridden

When updating our self hosted runner via a dockerfile with the runner version explicitly set to v2.323.0, the runners image is ignored and all new arc runners fail with this message in the logs: [RUNNER 2025-03-25 20:39:45Z ERR Terminal] WRITE ERROR: An error occured: Runner version v2.321.0 is deprecated and cannot receive messages. An error occured: Runner version v2.321.0 is deprecated and cannot receive messages.
