Hosted windows runners hang on last step

Windows runners intermittently hang and timeout on the last action. e.g. image

To Reproduce run on job ona a windows runner

Expected behavior the job finishes OK

What's not working?

The job does not finish, eventually times out, and needs to be restarted. Given the truncated job log output, it looks like the log upload hangs/fails.

I've tracked this to tests opening a pdf document, which starts msedge. Trying to explicitly stop the processes hangs in a similar way:
