We have noticed an issue starting a couple of months back. We have repos that run virtualbox on ubuntu public runners and all jobs were working fine to do tests against various flavors of linux VMs. Then the matrix of vm jobs all started randomly failing to boot the vm's within the vagrant timeout default of 5min. After 2-3 or more retries of failed jobs they work. I don't know if it's disk, noisy neighbor with other runners but something definitely changed to cause major performance issues.
