[macOS] Xcode 16.4 sometimes missing simulators
Description
Just noticed that macos-15-arm64 runner image version 20250830.2281 is missing basically all simulators, this caused one of our CI build to fail.
[!NOTE] After re-running using the same image & version, the simulators showed up as expected, passing CI.

Actual behavior
Only Vision Pro / VisionOS simulators are returned (see logs above).
Repro steps
As mentioned, another commit and subsequent re-run using the exact same config seems to work fine. Just thought to report this in case it comes up again..

Thank you for bringing this. Seems very interesting. π€ I tried to reproduce the problem and noticed that some runners really do not return simulators, although they are installed there. I suspect that this is another consequence of the same problem as here: https://github.com/actions/runner-images/issues/12862.
As a workaround, I recommend using this command before running a build/tests or other load: xcrun simctl list. This should cause the service to recache and detect missing runtimes.
We also see this frequently in our repository https://github.com/getsentry/sentry-cocoa since a couple of days. It's extremely frustrating because it makes CI very flaky and unreliable.

I will try the workaround with xcrun simctl list with https://github.com/getsentry/sentry-cocoa/pull/6076 and let you know if it improves the situation.
Even when I run xcrun simctl list I still run into this problem at the same frequency.
The workaround xcrun simctl list seems to improve the situation a bit, but we still see frequent occurrences of errors such as

I don't even see iOS 26 sims installed π€ I added the xcrun simctl list step before running xcodebuild but I get the similar errors:

I don't even see iOS 26 sims installed π€ I added the
xcrun simctl liststep before runningxcodebuildbut I get the similar errors:xcodebuild: error: Unable to find a destination matching the provided destination specifier: { generic:1, platform:iOS } { platform:iOS, id:dvtdevice-DVTiPhonePlaceholder-iphoneos:placeholder, name:Any iOS Device, error:iOS 26.0 is not installed. The simulator runtime was removed from the image in August
Tip: it's always possible to create the simulators you require yourselves by using the xcrun simctl create command.

Thanks for the workaround @davdroman, but I really wish GH actions would solve this for everyone. Having to perform manual hacks like these is quite annoying and makes GH actions very unattractive for Apple projects.

That said, I'd rather deal with these inconveniences every now and then than maintain my own CI servers which will come with infinitely more complex problems βΒ or, God forbid, use Xcode Cloud π΅βπ«
