[Ubuntu] Adding Dotnet latest version 9.0

Description

This PR adding latest Dotnet version 9.0 in Ubuntu 24.04, 22.04, and 20.04

Follow up to #10976 which brings similar functionality to Windows.

Dotnet 9 lts for ubuntu is not yet ready. Hence closing this as of now.

Maybe I miss something but on the MSDN I see information that .NET 9 is available for Ubuntu. https://learn.microsoft.com/en-us/dotnet/core/install/linux-ubuntu-install?tabs=dotnet9&pivots=os-linux-ubuntu-2204#ubuntu-2204
