[ubuntu] Add documentation on .NET core changes for 2404
Description
This adds a short document detailing the changes .NET Core team have made related to Ubuntu.
It provides a brief overview of the implications and how to resolve issues caused by this change.

Currently, the 24.04 image has only the built-in Ubuntu feed version 8 installed. The backports repository isn't in use. Let me double check.

Currently, we are not including the backports feeds as these best-efforts support from canonical
Canonical maintains the packages contained in [backports] package repository and provides best-effort support source
