Add a label to the PR if the review has ended with a request to make changes

I would like to label PRs that received the status "Changes requested" after the review, so that reviewers clearly distinguish between PRs where the review was done and where it needs to be done.

Now, after each such review, I manually search for and set the "rework" label.
