[bug] Missing file at path with set_output

What happened?

Do we have changed anything recently with v3. Getting below error while downloading the artifacts. This error in multiple repositories workflows. it is happening in seft-hosted runners. after 2-3 re-trigger. it`s getting resolve. Error: Missing file at path: /home/github/_temp/_runner_file_commands/set_output_aa155c3e-ade1-450b-9bb8-57a95456e4fa

What did you expect to happen?

earlier it was working as expected. please let me know if any thing updated in this marketplace recently related to set_output

It is reproducing in multiple repositories workflows jobs.
