Add dry-run parameter

This PR contains the changes proposed in #8 but split into two PRs: one for each proposed feature. This one provides the dry-run option to only print ont the IDs of packages to be deleted without actually performing any destructive actions. We find this useful to test out CI settings without causing permanent package deletions.

Hi, I see there are 2 of these pull requests (#119 ) but none of the was ever merged. I would love to have this feature. Any chance of getting either of these revived and merged?
